Transparent image / object

I manage a small website for a non-profit (www.wisdup.org) using Publisher.
I am using a template for an announcement. I've added a .gif graphic that
I'd like to be transparent, so that the underlying color bars show through.
I don't see a way to do it. Am I overlooking something? ...or do I have to
somehow make my .gif image transparent *before* I paste it onto the page?

Make the gif file transparent before you insert it into the Publisher page.

Infanview is a good, freebee, easy way of doing it.
