Trouble accessing db as user

Hello,
I have run into a problem, I have a database secured, when
I try to access it as a user it keeps reporting the
database as opened in exclusive mode. It works fine for
Admins group. Also I cannot access the user permissions
menu option in any of the Admins accounts. I don't really
want to reset the Workgroup but I might have to. Also
just in case it makes a difference I have Source Safe
running. Any ideas?
