Trouble annotating tiff

I have Microsoft Office Document Imaging Version 11.0.1897.0, and I would
like to make annotations on a file scanned as a tiff. The annotation
features appear to be live, but they don't work. I can't draw or insert text
boxes or do anything. I would be grateful for any advice. Thanks.
