Trouble importing new tasks from MS Excel

I'm using MS Project 2003 on my current project. The project has about 15
teams who are updating their plans. Some of them aren't comfortable with
Project so I exported into Excel so they could make updates there with the
idea of merging the new plan(s) with the existing project file when they are
finished.

Only problem has been, when importing the new data from Excel, Project seems
to ignore the Outline structure and dumps any new task all the way at the end
of the project. I'd rather not spend several days cutting and pasting
hundreds of new tasks into their appropriate position in the outline.

I've tried using the Unique ID, Outline Number and ID Number as the merge
key with no success. Any ideas?

Try using the Outline Level instead of Outline Number.

Outline Level does the same thing. Dumps all of the new tasks at the end.

You're certainly correct there. Unfortunately, those who aren't trained are
my clients and although I'd love to teach them about the wonderful world of
MS Project, I have to do my best to make their lives easier.

Anyone else have any ideas?

I am having the same issue, but I'm trying to merge data using the 'Project
Excel Template' tool. Records are either updated incorrectly or stuck at the
end of the project.
