Trouble installing SQL Server 2008 Express

I am trying to install SQL Server 2008 Express (x86), as part of a Visual
Basic 2008 Express package, on my computer. The operating system is Vista
SP1. Everything else installs fine but it tells me that Setup was not able
to download SQL Server 2008 Express (x86). The troubleshooting guide told me
to verify that BITS (Background Intelligent Transfer Service) & its
dependencies were installed and enabled. BITS and all services listed in its
Dependencies tab were enabled. Here is a list of services listed: COM+ Event
System; Remote Procedure Call; DCOM Server Process Launcher

What can I do?
