Trouble removing watermark from document in Word 2003 professional

I removed "draft" watermark from a document the same way I put it on.
Format, backgound, printed watermark. The watermark came off one section,
but not the remaining 32 pages. I tried selecting the entire document first
and that didn't help.

Go to the first page where the watermark still appears. Double-click in the
header area (or click View > Header and Footer). Now you can click on the
watermark to select it, and press the Delete key.

If the watermark still appears on later pages (in other sections), repeat
the procedure.

Unfortunately, the removal part of the watermark feature is dumb as rocks...
