Trouble setting up anonymous access in MSP 2007 Server

I'm having a bit of trouble finding where to setup anonymous access to
a project sharepoint site library. As I understand it, that option
does not show up at the list/library or site level until anonymous
access is enabled in the web application (PWA).

For the life of me, I cannot find where it is in central
administration that anonymous access is enabled.

I'd appreciate if someone could point me to the right screen/option,
where ever it may be.

Given that each page has user relevent information, views access by category,
global permissions etc, it doesn't make sense to provide anon access which is
why I'm sure your having difficulty setting this up.

What are you trying to achieve, and under what scenario would you want to
give anon access ?

I don't believe there is a way to provide anonymous access but you can
provide ubiquitous access. By adding the account that contains all domain
users (usually <domain>\domain users) to the 'Visitors' group of the site as
a new user you provide read access to everyone in your lan (assuming you're
using default permissions).

Well, I thought you could do that since it was available in 2003. I
was going to use either the top-level site collection or a sub-site
for a PMO site/knowledgebase.

I already figured out you can give access to ANY authenticated user
via visitors.

Add the everyone group to the WSS site which you're using as your knowledge
base.
