Trouble viewing xml files

I have Installed Infopath 2003 on my new computer and my previously made xml
files. I can view my one blank form. When I try to view the filled out forms
I get this error message. "This form was created with a new version of the
form template. Infopath cannot find the new version"

In InfoPath each document or XML has a reference to a template which is used
to interpret and display the xml data.
Publish your template to a new location,

I am having this same problem? Publishing to a new location is hardly
a solution? How are you suppose to deploy the form and then make
changes to it? I sent out to my users the xml file. They do not have
access to the sharepoint website I am publishing on other than insert
(Only admins can see the submitted forms). After I published an
update of the template many users had this error?

So should I be sending out to my users the XSN file or the XML? I
liked the XML because it was so small and would cache the template and
look for updates. But now it appears I will have to send out the XSN
and just re-send the form each time I make an update. Is their a
better way to do this?
