Trouble with permissions in public folders

I am using Outlook 2000 on an Exchange Server and am having trouble with the
permissions in a public folder. It is a Contacts folder and when I set some
people's permissions to read only it doesn't work. I do not want certain
people to be able to create, modify and delete any entries. I thought I
set the permissions correctly but yet it doesn't work. How can I accomplish
this?

Is the folder a subfolder of a PF to which the users don't have any rights?
Reviewer rights should be enough - for both, in that case.

Yes the folder is a subfolder of the Public folders and the users have
rights to them. When I make them a reviewer they can still create and
delete. What am I doing wrong?
