trouble with setting margins

report not allowing for change of margins from 2" top margin on page1 to 1"
top margin on following pages, and not allowing for a 1" bottom margin.
Have tried online and suggestions did not work. The student's report was
created at two different locations. Possible different versions of MS

Ordinarily you can't have different margins on pages 1 and following pages
without either (a) a section break or (b) "Different first page" with space
added. Which method are you attempting to use.

Use a First Page header in which you insert the necessary space after the
paragraph to force the text in the body of the document down the additional
inch.
