A file whose name starts with ~$ is an "owner" file, one of many
temporary files that Word creates. It is *not* your document!

Here's one that tells you how to clean up the temp files that are left
behind when Word crashes:

If the owner file is all you can find, your document probably doesn't
exist any more. You can use the Find command in Windows Explorer to
search the disk for files that contain some unique piece of text that
was in the document. Good luck!
