Troubles:Formating a Form to look exactly like State"Official" Form

A State tax department requires that their "OFFICIAL FORM " be used.
I can format and make a form to look like the official form, but that is
not good enough for the bureacrats.(Fonts are a little different and the
state seal is missing on my form)

I am looking at trying something different now:

I have started to format the form so I can overlay the tax figures onto
their form and then print.
But I am using an older version of XLMac and finding it difficult to
measure columns and row heights so all the numbers line up square in the
spot on the "official form" (XLcolumns and rows are in a
"units"measurement system.)


Does anybody have any ideas?
Adobe Acrobat? Some kind of "Form" making software? or does a later
version of XL have some features to do what is needed?


Basically, the form is a basic spreadsheet form of 10 colums and 50 rows.

Try this.

Make some copies of the blank forms.

Then create in excel a Blank spread sheet and type one blank space in
each row and column down to where where you first row starts. Then type
some dummy filler info and print on one of these copied pages. When you
get it right back up to the first correct to the first desired row.
Make sure nothing in in these blanks. Once perfected save. Then lock
the file so that you can type in it but changes can't be saved only
printed.

AS much as I hate recommending a different product. You'd be better off
in this case scanning the document and then making a fill out form from it.

I did try copying the form first, but XL2001Mac has restricted me
because of the limits of ROW HEIGHTS, i.e. it only allows heights in 1/4
increments . For things to line up correctly I need something that gives
me something like 1/10 increments or better.
Are you aware of any Mac software products for forms that I can import
my Excel figures. If not Mac any recommendations for Windows software?
