troubleshooting autodial

When I attempt to autodial I get an error message 'Unable to complete an
operation requested by phone dialer. Make sure your modem, phone, phone line
are properly configured.'
I have tried all the troubleshooting suggestions in Help. If I can connect
to my ISP I assume that the Com port and Line Properties are OK. Dial
properties are also ok - the correct number to be dialed is displayed.
Im using OE 5 and OL 2000.
