troubleshooting: e-mailing from a general mailbox

we use MS 2003-
I have my regular e-mail, and I loaded an additional mailbox onto my account
in MS exchange server. The mailbox is not owned by anyone, and our IT guy
said I'm assigned for full authority on the account, but i can't "email on
behalf of this user". What might our IT guy be missing here?
