Troubleshooting Voice in Office 2003

Regardless of whether I use dictation or voice command I have a problem, when
I begin speaking in dictation (in tihs example) it will recognize the first
sentence or command, however when I stop, the system continues to recognize
items even though I am not speaking.

I am using an HP Tablet PC tc4200, Windows XP TPC 2005, and Office 2003 SP1.

background is too noisy.

How dead quiet does it have to be? It's only me and the computer in the room
with minimal noise from outdoors.

If the "microphone" level in Speech Properties is bouncing around, then
either the background is too high or the volume is adjusted to high
because you speak too softly.
