Troubleshooting "Waiting for Resources"?

I have several Project Server PWA sites in my Shared Services Administration
page that are in a "Waiting for Resources" status. The first one went into
this status after performing a restore from backup within SharePoint. We
decided to create another to see if it was a global issue, and the new one is
also now stuck in a waiting for resources status. We set logging to
all/verbose in the sharepoint farm and checked all application and web server
logs and can find nothing indicating an error has occurred.

Nothing helpful in event viewer, though it does show that it is scheduling
site creation:

What are the steps one should take to determine the cause of a problem such
as this?

The provisioning job should be picked up by the Shared Services Timer job,
which is dependant on the Windows SharePoint Services Timer service. Then
the Project Server Synchronizing Job for 'SharedServices1" (your name may
vary) runs the job from there. These jobs should be visible in the Timer
Job Definitions in CA.

A good workaround is usually to create another SSP then migrate (associate)
the old sites with the new SSP.

Brian,

Thank you for the reply. The Shared Services Timer Job is visible (and
shows that it ran within the last minute), however, no Project Server
Synchronizing Jobs appear. I've opened a case with Microsoft, as I seem to
be at a dead end. I will try the suggestion of migrating the sites to a
separate shared service provider.
