Troubleshooting with Excel 2002 VBProject object from Access 2002

when i try to access the Vbproject object to add a
reference to the excel file, i got the following error
message

'Programmatic access to Visual Basic not trusted'

has anyone seen this before. i am not sure how to get
around it.

Goto Tools | Macro | Macro Security | Trusted Publishers and make sure
'Trust access to Visual Basic project' is checked.
