try to create a new database

I get this message..

Cannot open the Microsoft Jet engine workgroup
information file. (Error 3358)
You attempted to perform a security-related task, but the
workgroup information file (typically System.mdw)
required for the task cannot be found


what do i do?
I check system registry and it is there.
