Trying to Add Picture as Cell Background

I am trying to add a picture as a background for a cell in a table to use it
for 'fill' for the width of the page based on the user's resolution,
however, when I go to the cell properties, the option to add a background
picture is grayed out. How can I get that option back and add this
background picture?

I figured out that I had set the Web up to work in both IE and Netscape and
changing it to IE only allowed me to add the background picture. The
problem is the site will look awful if all anyone using Netscape will see is
a blank cell. Do the newer versions of Netscape now support cell background
pictures?

Many sites use tables set to work with 800X600 and then set the color.photo to
fill the page no matter the resolution, like:
http://www.att.net/
http://avionclub.org/
http://avionclub.org/full_photoa.html
