trying to edit a scanner form and can't allow text to move...how?

We have forms set up for scanning on mail outs and now they want to
eliminate 2 questions off a 3 page form.
The problem is all the answer fields are set up on templates so that
if they try and delete a question text gets shifted..

Can a line of text in a document just be hidden so it won't print?
Or some way to lock sections of a document so they don't move?

thanks big time for help I can't believe that something that looks so
simple can be so hard to do.
