Trying to find frequency... maybe? :-)

TIA everyone, i don't know if this is possible, but i'd
like to see if i can figure this out in spreadsheet
format.
I have 7 people and 3 locations and 11 months. One
location has 3 people, the remaining 2 have two people
per site. I'm looking for a way to rotate these people
once a month (for a week at a time) while keeping 2 core
people at the 3 person shop and 1 core person at each 2
person site..

Bill
Kevin
Mike

Site2:
Ed
Phil

Site3:
Tiffany
Doug

Any suggestions??

More details needed. First off, would all people initially at each give site be
core people for the site? Would all people at 2-person sites eb considered core
people at any 2-person site and never at the 3-person site? Likewise for the
people initially at the 3-person site? If there were, say, just one 3-person
site and just two 2-pesron sites, would the following be two rounds of
acceptable rotations?

at their sites are the core people at their 'home' site.
I'd like to transfer one person from each location once a
month as evenly as possible over the course of a year.
The snag is Site A with three people it makes for a
lopsided rotation.
