trying to get it straight - MySQL

I'm trying to get this all straight in my head - please help! :)

the server that I host my websites on supports php/MySQL

in order to take advantage of that...do >>I<<< have to purchase MySQL ver 4
from www.mysql.com or ?? I guess I'm thinking that if my server has that
already installed...then I should be able to design a database in excel or
access and then somehow incorporate it into my website on my server.... but
then I think...ok, that's too simple - I probably have to BUY something in
order to be able to upload the information to my website....

can someone help me out here?

And I am currently looking at probably 15 websites that are showing how to
design queries ect... but all say you have to have MySQL ........

can I create a database in access and then upload it to the admin MySQL
section of my server? am I on the right track?? :)
