Trying to Name my Colored Flags

According to the Outlook 2003 help - I can create a new toolbar and name my
colored flags. In the instructions, it tells me to drag the colored flags to
the new toolbar - which I have done. But then it says to right click the flag
in the new toolbar and "click Image and Text in the shortcut menu". When I
right click the flag in the new toolbar - all I get in the drop down box is a
list of all tool bars (some show with a checkmark - some not) and the
customize selection. NO "image and text" - what am I doing wrong?

Leave the customize dialog open and right click on the newly added flag tools
- you'll see the dialog described in help and change change the names.
