Trying to restore/import a .pst file to Outlook 2007

I have created a .pst file from a laptoop (that I do not have access to now)
and am trying to restore it or import it to mt new Outlook 2007 I just
installed. The laptop I created it with was Windows XP and teh Outlook
version was at least 2007.

When I try to import the file or restore the backup from the CD, I get an
error message that "File access is denied. You do not have the permission
required to access the file E:/backup.pst."

Is there a way I can get around this? When I try to right click on the .pst
file from the CD, it does not give me an option to go into the security and
change permissions.

Copy the pst-file to a convenient location on your hard disk (for instance
My Documents\Outlook) and verify that the Read Only file attribute is not
selected after the copying process.

Then open Outlook and reconnect to the file via;
File-> Open-> Outlook Data File...

I exported all my 2007 folders to a pst file and moved it to an external
drive. I then loaded Win 7 Home Prem. onto my laptop because Win & RC had
expired. I reloaded Outlook 2007 and set up my email. When I try to open or
import, doesn't matter which, the pst file I get the message:

"File access is denied. You do not have the permission required to access
the file C:\Users\Christopher\AppData\Local|Microsoft\Outlook\Outlookbak.pst"

I have tried from an external drive, an SD card, the path above, the C:
root, etc. Same thing. I've looked online and done all the suggestions:
I've made sure it's not Read Only, I've made sure all users have full
permissions, etc. I took the exact same file and opened it on an XP machine
with Outlook 2007 with no problem so I believe the file is not corrupt.

When I change Outlook 2007's Properties to "Run in Administrator mode"
and/or Run in XP SP3 mode" the error changes to:

"The messaging interface has returned an unknown error."

Last year, I did this same procedure to move from XP to Win 7 Beta and later
to win 7 RC and NEVER ran into this. HELP!

Why? Unless you connect to Exchange Server your folders already WERE in a
pst file....

Copy the pst file to your Documents folder, check that the Read-Only
attribute is not checked then try opening it in Outlook.
If that fails then I suggest that the process of exporting it has corrupted
it beyond repair.
Learn the correct way of saving your data for next time.
