I am trying to save a publisher doc (brochure) to a CD, each time I get a
message that there is no disc in the drive, D or E, when each time there has
been. What am I doing wrong. I have tried saving other things, in other
programs without a problem.

You never save a file in Publisher (or any other application for that
matter, but especially Publisher) direct to a removable medium.

Save to your local hard drive, use your CD-writing software to burn to CD.

In addition to Ed's advice, I found that if you are running Windows XP,
burning to CD is easy. As Ed mentioned, save to your hard drive (say, My
Documents). Then open My Documents and Right Click on your publication and
go to Send To > and choose your CDR/RW drive. This will pop up a
balloon/tooltip in the bottom right of your screen above the click that says
the file is ready to be written to CD. Click on this balloon. In the left
pane, choose the option to begin writing the file to CD.

Make sure the CD is loaded before you go to the Send To menu, otherwise you
will not be prompted to write to CD.
