Turn off email notifications for some?

Is there a way to turn off email notifications for part of an organization at
the group or category level? I realize that each user can go in and manually
select his/her email notification preferences on the home page, but I didn't
know if the administrator can specify that a certain group does not have
email notification permissions (other than simply taking the link away from
the homepage).

The reason I ask is that part of our organization wants to use them and the
other part does not. Thanks.

There is no Admin function to turn off notifications selectively. It's either
on or off.

What I did is created a custom field for Non-notification e-mail. this way I
can still have the person's e-mail but they will not get notified. And for
the people I would like to get notifications, I enter it in as normal.

Resource Field:
First Name, Last Name, E-mail, NoE-mail
