Turn OFF Junk Email Filtration

Hi All.
I have Exchange 2003 server without IMS.
Norton Antivirus for Exchange Server with AntiSpam disabled.
Clients use Outlook 2003

I have disabled Junk email filtration on the Outlook 2003 level, but people
still get junk emails.
Also, one person receive email into Inbox, and second person receive same
email into the Junk Email folder????

Please help me to disable completely Junk Email Filtration.
I do not understand where is it coming from and configured?

If you are trying to eliminate spam or junk emails, why are you
disabling the Norton AntiSpam and Outlook Junk email filtration? These
are the very tools that filter out junk emails so users don't have to
deal with them.

I wonder if the person who got the junk email in their inbox didn't at
some point mark that sender as safe when trying to use the junk
filter...

Hi
I think I understand what you mean; even though you have disabled all junk
mail settings email sent to you is still ending up in the 'junk mail' folder.
Check if your exchange inbox is set to cached mode in Outlook (from
outlook->Tools-> Email Accounts -> View or change existing email accounts ->
select the exchange account and then click change. The next dialog box has a
check box with the text use cached exchange mode. If this is ticked Junk mail
will still work, if you clear it junk mail doesnt work (in an exchange
environment).

I'd try clearing this option if its not already cleared.

Another cause of the problem may be that there are rules set up to move
messages with a certain subject/sender etc to the junk mail folder. So check
rules aswell.
