Turn off "Smart"

In Outlook 2007, is there a way to:
1) Turn off the equivalent of Word's "Use smart quotes"? In other words, I
want opening and closing quotes in my messages to be the same simple ANSI
character 34.

2) Turn off autocorrect of hyphens to en-dashes

Some of my e-mail recipients with somewhat dysfunctional e-mail readers get
garbage in place of these "smart" characters.
