Turn off Task Pane

Is there any way to programatically permanently turn off the Task Pane. I
have already set the option to not display it during startup, however, there
are various ocassions when WORD displays the TASK PANE automatically (i.e.
pull down the style formatting and click "more...", or protect a document
from editing and then click within the document). I have developed a
controlled WORD instance to force a user to edit in tracked changes the
document(s) displayed. The TASK PANE allows the user to circumvent my
controlled environment and open a new blank WORD document via the TASK PANE.

You do not want your users to create blank documents? Is that your purpose?

the automatic Task Pane features. Is there any way to disable this feature
for my customized solution?

I don't think you can dismiss/prevent all task panes with one simple
command.
You can, however, address each one, or almost....
