turn off the manager approval feature

Is it possible to turn off the requirement that the project manager have to
approve all new tasks and delegation of such tasks.

We are using project server 2003.

As we build our projects we want to have a developer add a task to the
project without having to have all tasks be sent to the project manager for
approval before being able to delegate the task.

It is not possible to turn off this feature. Microsoft's assumption is that
the project manager must at least be minimally involved with the task
approval process. The closest you can come to automating the process is to
create one or more Rules on the Updates page to handle the approval process.
However, the PM must still click the Run Rules Now button to activate the
rules processing. Hope this helps.
