turning jpeg images

I've pasted a jpeg image that I've scanned. Its not upright, but when I
highlight in the 'turn' symbol of the draw toolbar is not activated and all
the turning options can not be used.

How can I turn the image?

using Microsoft 2000

Is the image InLineWithText? Change its Layout to any other Wrapping Style,
do the rotation, then if you require the image to actually be InLineWithText,
go back to Picture Layout and click the Wrapping Style again.
This works in 2003, so I have cross-fingers that this will work in 2000.
