Turning off all formatting

I can't seem to find any way to make Office XP allow me to
create my own table with my own column/widths, etc. I've
tried turning off Smart Tags and just about every other
thing I can think of. Is there a to create a table in
Office XP as easily as with Word 2000, i.e., drag the
columns to whatever width you want them to be? Also, how
can Office XP be stopped from constantly trying to apply
formatting for you. For example, I create a document and
insert a bulleted list. XP then goes back to the beginning
and makes everything a bulleted list, etc. I'd appreciate
any input before I... Thanks.
