Turning off FP extensions

A customer of mine has bought Front Page 2003 and has created some
pages. However none of the navigations links work. The web server they
are using is Apache running on Linux. The code that is generated
contains a tag of <!--msnavigation--> which I believe is a MS FP
extension. Installing FrontPage Extensions on the server is not
permissible. So, how does one turn off the option in Front Page that
extensions are not to be used and just use standard HTML tags?
