Turning Off Track Changes

Hi,

I'm having a problem with turning off track changes. I am currently using
Office 2002. I created a group of templates. Everytime I open the templates
Track Changes is automatically turned on. I turn off track changes and
"save". When I re-open the documents, track changes is still turned on. How
can I turn off track changes so it doesn't automatically turn on when I open
the documents? I couldn't find any settings in "options" that could do it.
