Two Office 2003 Clipboard Usage Questions

Office 2003, XP SP3, all Office updates applied:

1. The Ctrl-C twice option only appears to work when something is
selected. That seems to be defeating some of the utility of this
function, doesn't it? Or are we dealing with user error here?
2. Is there any way to make the Office Clipboard paste option selected
permanent? That is, if the user wants to *always* paste with "Keep
Text Only," is there a way to specify that someplace?

1. Ctrl-C twice opens the Office Clipboard (unless the user changed the
clipboard options) So user error would be the answer.

2. Pasting options change from Office app to app
