two users and one data files

I have one administrator user and another user. I have set a common data
file for these two users and it is working. But the problem is when I logon
to the second user after receiving the mails in the first user, the same
mails are downloading again in the second user. But in the inbox I can see
the already downloaded file i.e. the data file using is the same. Please
help.

There's nothing you can do about that except to limit downloading to only
one of the users. The data Outlook uses to track what messages have been
downloaded is user-specific and not kept int he PST.
