two users on one computer

I have Windows 7 and use Outlook 2003. I really want to separate my husbands
emails from mine, so I created a new email account for him. How can I have
his emails sent to a different location within Outlook?

If you just want to separate emails, you don't need a second Windows user.

You can either create a second Outlook profile (Control Panel/Mail), and
remove his accoutn from your profile. In this case everthing would be
separate, emails, contacts, appointments, etc.

Or add both accounts to just one profile, and use a rule (tools/rules) to
move emails received via his account to a certain folder. In this case you
could still use the same contacts, for instance.
