I am running software that uses an older version of access. Can I put a newer
version on the same PC without effecting the older version.

Yes and No.

1) Make sure you install in a different directory.

2) When you open an Access file, it will use the last version of Access that
you opened. You can solve this problem in a couple of way.
-- Start the version of Access you need and open the Access database that
way.
-- Set up shortcuts to launch the different databases where the shortcut
specifies the path to the correct version of Access and the database you
want to open.
-- Convert the older version database to the newer version of Access.

I'll add that during the install of the newer version of Office or Access,
you'll be asked if you want to remove the older versions. Be very careful
during the install and read every question.
