two way arrow on folders

In outlook 2007 connected to exchange 2007 all of our public folders have
2-way blue arrows. What are those arrows representing? I see them on
mailboxes as well. Is it something about offline availability or replication?

It means that the folders are marked for synching offline to a .ost file.
