Two X-Axes on an XY Scatter?

I am trying to create a graph with two series, both on the same scale
of "happiness" (self reported survey answer 1-10 range). On the
bottom X axis I want to compare my data to GNP and on the top X axes I
want that series to show the US happiness answers over time. Is there
a way to put the GNP scale on the bottom and time on the top and have
each series refer to each x axis?
