Is it possible to tie projects from different plans together into one project?

Yes, you can do this using a master project. Refer to the following FAQ for
the steps needed to create a master project quickly and to set cross-project

Ryan,

You can do this by opening a master project and then linking sub-projects in
MS-Project. Its a pain but doable.
