Ultimate Steal Download

I am deciding if I should purchase the Ultimate steal. Would I be able to
download it both on my laptop (primary computer) and a netbook with one
purchase?

You download the file from the internet, save that download, then how many
PC's you install that file on depends on the EULA of the version you've
purchased
