Un-encrypting a PST file- HELP!

I have an encrypted Outlook (PST) backup file that was backed up with the XP
backup utility by another PC onto a external drive. I cannot open it with my
new PC and the old PC has had XP re-installed. Does anyone know how to gain
access to the encrypted PST file on the external drive?
