Unable To Access Error Msg.

Hello,

I have an issue where as when ever I type "cmd" in from
Start, Run, or when I try to access a specific CD, or if I
try to access "Device Manager", I get this error:

"Access to specified device, path, or file is denied"

Windows 2000
My account has administrative priveledges
