Unable to access help in Office 2007/Vista

I have installed Office 2007 home and student and Outlook 2007 and have been
unable to access the help feature. It will tell me it is preparing then that
it's configuring and then I need to reboot and that no help topic was found
for my issue. After I reboot, it is the same thing all over again. I have
tried to diagnose, repair and have uninstalled and reinstalled. Please
advise how to correct this issue as it really makes it hard if you work if
you need help with something.
