unable to access lots of sites and my email program

help!!

when i want to access certain programs and sites my
computer gives me this message........

windows cannot accesss the specified device , path or file.
You may not have the appropriate permissions to access the
item.....

can anyone help me how to fix this problem ? I cannot even
get into my email programme whish is incredimail

I'm not sure where you should be posting this question: I'd start by
contacting your ISP.
