Unable to access service.lck when publishing

I had to move my web from one PC to another PC.
I burnt a copy to a CD.
Copied to my secondary PC.
Every time I try to publish I get this error:

Server error:
The server extensions were unable to access the file
C:\My Documents\_vti_pvt\service.lck".
Please check the file permissions.

I have WINME.
I showed all files and found the file and removed the "Read Only"
attribute.

RESULTS:
I can publish and the content is uploaded to the site, but I keep
getting this error.

How can I permanently rectify this situation???

CONCLUSION:
Went into the _vti_cnf folder and took off the read only on the thmbs
file and all the .pdf and .jpg files and uploaded and its fixed.
