Unable to Access SharePoint Central Administration URL

As administrator of a Project Server 2003, I am unable to access the above
URL. The system returns a login window, similiar to a windows logon,
requesting credentials to logon to the production box. My user ID does not
have permissions to access that box but as admin of Project Server 2003, I
have admin rights to Manage Windows Sharepoint Services. Is there other
security that I'm missing here? Do I need to log on to the production box
using an Windows Admin ID, access the Central Administration page and "grant"
specific Admin rights to specific users as you would with any Sharepoint
site? Thanks for any insight.

Sharepoint central administration uses a different set of permissions than the sites created for individual projects so your permissions to manage sharepoint sites has no effect on accessing the central admin site.

You can use either an account that has local administrator privileges on the box where sharepoint is installed or a domain account with similar privileges. Either way, the account you use needs to have full control over the installation location of the central admin site.
