unable to add pages

I am trying to add more pages to my web site and I keep
getting this message "Publisher cannot complete the
operation" I have 403 pages now. Is this too many pages?

I can duplicate your findings, and I am researching this for you right now

Do you know of anything I can do to change this or the
reason I can't add any more pages? Is there a limit to
the amount of pages you can have in your web site?
