Unable to archive public folders in Outlook XP

Has the function to archive Public folders been removed in Exchange 2003 and
Outlook XP, 2003. We used to be able to do this in previous versions. However
we receive the following error now,

The selected folder cannot be archived.

Sounds right to me.

You can copy public folder content to a local .pst file, still.
